Gotham Will Introduce "Proto" Harley Quinn and Other Suicide Squad Characters
< >
Gotham has made a point of including basically every single classic villain that has ever graced Batman's rogues gallery, but thus far hasn't introduced any character that appeared in Suicide Squad. DC is known for keeping its movie and television universes separate, so we just assumed that they would never bring Harley Quinn et al into the fold, but as it turns out, "proto" versions of them will be included in the third season.

At TCA this year (via Nerdist), executive producer John Stephens was asked whether the Suicide Squad characters could appear, or whether they were being saved for the movie. Stephens claimed that the revelation of the characters would be delayed a bit as a result of the film, but that we would see early iterations of them as early as this season.

Opening quote
"A lot of those characters, because they're in Suicide Squad, you're not going to be seeing them this season," Stephens said. "We'll be seeing proto-versions of some of those characters. We'll see a proto-Killer Croc version. And we'll be seeing a character, perhaps not this season but in times to come, who can be a forerunner of Harley Quinn which will be fun."

On the one hand, this doesn't come as too much of a surprise. After Margot Robbie's breakout turn in Suicide Squad, Harley Quinn is a hot commodity right now, and plans to introduce her eventually were revealed back when Gotham was introducing prenatal Robin. But it's more of a surprise that Warner Bros. would give the go-ahead for this, considering that they reportedly forced Arrow to kill off all the members of the Suicide Squad and scrap their plans for other characters, including Harley Quinn. It's possible that they care less because Gotham is sort of its own thing, or that Gotham won't reveal that this "proto" character is Harley until Warner Bros. officially drops plans for a Suicide Squad sequel.

Stephens also discussed the official introduction of the Joker, which doesn't seem to be happening anytime soon. While Cameron Monaghan's Jerome introduced the cult of Joker to the series, he wasn't supposed to be the actual Joker, and that reveal will happen over the course of several seasons.

Opening quote
"When you think of the Joker in the Batman canon, obviously nobody else looms as large," Stephens said. "We really imagined developing the myth of the Joker at the same time as we develop the myth of Batman. We really wanted to stretch that over multiple seasons. So in the course of this year, we're going to see how the cult of the Joker-[which] really started at the beginning of last year-is going to extend and deepen and change this year. We have these underground movements that have started to talk about Jerome and what he represented and how he's going to come back, setting the stage for perhaps, if FOX gives us a season four, hopefully we'll bring that back in a much bigger way and you'll see these other versions of the Joker myth with Jerome and with other characters."
